When a manufacturer of cheap handguns is found buried in a toxic waste site in Brenford, Pennsylvania, Red suspects the work of the Invisible Hand, a vigilante group targeting people whose actions are morally reprehensible, though not illegal. Among the nine bodies that are ultimately uncovered are a judge and a lawyer who worked out a secret deal to protect the site's former owner, Atria Chemical, from a lawsuit by residents who were exposed to the deadly waste. Meanwhile, as Liz finds evidence linking Tom to a former Russian intelligence operative known as Oleander, Red's man inside the Postal Service seeks protection after he's caught robbing drug kingpin Willie Wilkins.
